Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the introduction of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The succession of opposing developments captured the grim essence of the current period. By day, negotiation efforts are conducted: optimistic declarations are released from various governments. Considerable effort is expended on restraining specific proposals. By night, Russian leadership brutally reminds the world that, for them, military action persists as the key method for achieving "peace".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from enemy soil, a capability afforded by current data. From vantage locations, military aircraft that had been scrambled to counter approaching guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.
Shortly after, Kyiv's air-defence systems activated: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by Western nations. Every launch jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes grim resignation: possibly the hostile projectile won't strike its target this time, protecting urban areas from devastation and additional electricity failures.
Persistent Threats
Soon after, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a defensive team – most likely imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its objective.
Periodically, this persisted until dawn. Kyiv awoke to the morning news: several casualties, destruction and heating outages in numerous residences as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those entire period illustrated Ukraine's essential dependence on Western support – a dependence that neighboring countries are clearly incapable to substitute in the short term.
Unsuccessful Negotiations
The comprehensive proposal from US administration provoked deep reactions, controversy and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new approach from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually win the battle. This trend will, no doubt, endure.
Strategic Calculations
It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington operates on a principle understood by international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The White House presumes that it is impossible to force Russia to relinquish the areas that it presently holds in Ukraine's south or east.
The problem is that while acknowledging this situation, American administration does minimal to deter Moscow, through diplomacy or military means, from believing that the situation will not evolve additionally in its advantage in the near future.
Opposing Positions
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are approaching exhaustion. Their reason to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing people and territory but averting a entire defensive failure until situations evolve in its advantage.
Present Conditions
Factually, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: political desires to mediate resolution and achieve global acclaim, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a mere seven days to eliminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.
While new plans based on established approaches are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and demonstrate particular unwillingness to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require ongoing international assistance.
